Autory urbanistického návrhu byli architekti Martin Rajniš a Michal Brix, jejich koncept však nebyl realizován. V roce 1986 byla dokončena alespoň skleněná kolonáda u Domu kultury - obě stavby vznikaly souběžně. Jejími autory jsou Otakar Binar a Lidmila Švarcová z libereckého atelieru SIAL.
