Patřil k osvíceným vzdělancům Moravy, snažil se o povznesení sociální a kulturní úrovně obyvatel. Jeho unikátní sbírka knih Gallašova knihovna je cenným kulturním dědictvím. Zpracoval také šestisvazkové dějiny města Hranice. Památky města Hranic, jenž pracně shromáždil a v chronologickém pořádku budoucnosti k užitku sepsal a zachoval Josef Heřman Agapit Gallaš léta Páně 1811.
