Se stavbou se začalo na počátku šedesátých let minulého století. Mělo tady být nejprve oblastní středisko řízení, takže přímo v této budově měli sídlit letoví dispečeři. Ale než se to dostavilo, všechno se změnilo. Nakonec tu zůstalo stanoviště pro umístění radarové a komunikační techniky. Bylo to tehdy strategické rozhodnutí vystavět středisko právě tady. Buchtův kopec se nacházel uprostřed republiky a byl to jeden z nejvyšších bodů v oblasti.
